I've seen a few posts on craigslist of web designers looking for work just didn't know if I could trust any of them? I like your idea of interviewing a handful of them to determine who seems to be the best fit. I have most of my ideas mapped out, just need to get them on a website.

I used to live in Minnetonka and the guy I chose from there moved to SFand married his husband. I told him that was too cliche of a gay man getting married and moving to Mecca. I continued to use him until I moved. In time, I didn't like doing business with someone far away and I eventually hired a guy here in Baltimore.
If/when you advertise, stress the fact that you want someone local. My thinking was if I have a challenge with the person, I can drive to their house and look the person in the eye to resolve any differences. Also, I avoided the people who worked at "firms" so I can negotiate a better price and better terms. There are quite a number of very talented people up there, so you'll have no difficulties getting on the same page with someone.
You're going to be asked what your budget is. NEVER divulge a figure. ALWAYS negotiate the price and get terms with progression payments. If you're doing a budget, add 50% to the amount you feel comfortable committing because you're going to make a ton of changes as usage gets underway.
Finally, in terms of html, there are many text editors out there where you can type in what you want and it'll convert it for you.

Just dont forget because you have a website doesn't mean people will know about it. Will the site get Traffic .....Make sure that the domain that is very keyword relevant. If you sell things on your site you will need a shopping cart and a merchant account. I do alot of webdesign and a decent site with a shopping cart would cost about 2-3 grand.....Depends on content and how many links....
you could always use Elance they are cheap, however its not a safe idea if your idea is that great....because whomever you contract a freelancer, they can steal your idea unless you have a non-circumvent in place......PM me and we can talk. I can give you advice on search traffic. Dont forget VERY important to capture every web visitor email address you can so that you can re-market to them. This will help you either cross sell products or pick up a affiliate link and generate additional revenue.
