Does making it public actually clean the sport? The message needs to be sent to the players, not to the viewers. Tennis has an image of being clean and by putting it out in the open, will ruin the sports image as well as a major public figure for the sport. No one would care about Nadal as an individual but if he goes, so do the viewers who like the clean sport. Public shamming doesn't have as bad an impact on the individuals as people might think, and it has major effects on the sport.
By keeping it on the DL, the message can still be sent to the players, "We caught Nadal, we took him out. He's co-operating so here's what's gonna happen."
The players still get the message and the sport looks clean to the public.

I think this is very viable. After all, when Nadal missed significant time with his "knee injury" years ago, it was highly reported behind the scenes that it was actually because of steroids.

Also, Rafa self proclaims that he "hates the gym" and "never lifts weights". Dunno how u get built like him without steroids without ever lifting weights. These are all just thoughts. I wouldnt be shocked if Federer or Djokovic was doping too. Even in other sports I wouldnt be shocked if Tiger Woods was doping either. And you're correct in the fact u still need to workout hard to get muscles like him but considering the face he hates the gym and has said he never lifts weights, all he needs is to lift a little amount and the rounds can do the rest. His body is shaped to play Tennis, not to lift or participate in a bodybuilding competition or anything in that matter. Tennis and having an amazing body is two different sides of the coin. Yeah he may have a great body if u compare to other Tennis players, but compared to people training for muscle mass his body is really bad. At the age of 16 i had more muscle mass than Rafa has got now. And when i started juicing it at the age of 21 it has really not been a contest.
Heres an example of a comparison after 4 years of training, and trust me, i believe Rafael Nadal worked much harder and cared much more since he had to be #1 in his field - my goals have never been to become #1 anywhere:

He's not amazing in a body builder fashion, but he's big in the world of tennis champions!!! Borg, McEnroe, Conners, Sampras, Lendl, Emerson, Fed... HELL!... Stich, Rafter, Forget and.... everyone!
Like I said... no one thing is a crime. It's not a crime to be the strongest, most buff tennis player. But to be it, along with the fastest, against what some people would argue the greatest and all the other things listed.... hmmmmmm....
