It will go to the person who wins the 200th game first, so get your picks in that day on an early game if you're in the hunt to win it. And... i'm not sure... but I'm pretty sure, if they both pick the same game, the next tie breaker is win%... then the next would be who made the pick first.
I'm sure Rizz will be able to answer the question in what order the tie breakers go... but for sure, it is who ever gets to 200 first.
