With messy weather and playoff scenarios to consider, it isn't easy to bet totals in the penultimate week of the NFL regular season.

That's why my NFL total bets include an Over in an NFC North showdown that will take place indoors between two teams who still have something to play for.

I'm also betting on the Under in a pair of games with extremely low totals and wet weather. I navigate through the chaos of December football to bring you my favorite NFL picks for Week 17.

Best Week 17 Over/Under picks

Over/Under bet #1: Cowboys vs Eagles Under 38.5

There's a 50% chance of showers for this game, but I mainly like the Under because neither team will be able to pass even if the rain holds off.

The Dallas Cowboys have shut down CeeDee Lamb for the reason of the season and the All-Pro wideout was the only quality receiver they had.

They won't be able to move the ball against a Philadelphia Eagles defense that has led the league in EPA and success rate since their bye in Week 5.

Meanwhile, Eagles quarterback Jalen Hurts has been ruled out due to a concussion, which means that former Steelers castoff Kenny Pickett will be under center.

The Eagles will likely feed Saquon Barkley the ball, and the Cowboys will do the same to their RB Rico Dowdle.

Expect both offenses to lean on their ground games and both defenses to load up to stop the run, which should lead to a low-scoring battle between AFC East rivals.

Over/Under bet #2: Dolphins vs Browns Under 35.5

This is one of the lowest totals of the year at 35.5, but it might not be low enough. Especially with pouring rain and heavy wind expected in Cleveland on Sunday.

The Cleveland Browns are coming off an ugly offensive performance where they finished with just six points against a terrible Bengals defense.

It's understandable that Cleveland got fed up with interceptions from Jameis Winston, but at least he's capable of moving the ball downfield, unlike current QB Dorian Thompson-Robinson.

DTR threw for just 157 yards with two picks last week, and he was held below 170 passing yards in all three of his starts last year while completing 52.8% of his passes.

The Miami Dolphins have a talented offense, but they play at an extremely slow tempo and seldom attack downfield, with Tua Tagovailoa last in the league in average intended air yards (5.6).

It's also worth mentioning that Tagovailoa, top receivers Tyreek Hill and Jaylen Waddle, and left tackle Terron Armstead are all questionable due to injuries.

If the Chargers and Broncos win on Saturday and eliminate Miami from the playoffs, I could see all four sitting out.

Over/Under bet #3: Packers vs Vikings Over 48.5

The Green Bay Packers have been lighting up the scoreboard with at least 30 points in five straight games. Meanwhile, the Minnesota Vikings have scored 27+ points in four of their last five as they try to keep pace with the Lions atop the NFC North.

The Packers have been playing well on defense, but they match up poorly against a Vikings attack that ranks fifth in the league in dropback success rate. Especially with their best corner, Jaire Alexander, and top linebacker, Quay Walker, sidelined by injuries.

Likewise, while Minnesota's stop unit has impressed, they give up big plays through the air and Jordan Love leads the NFL in percentage of throws 20+ yards downfield.

Love struggled against the blitz earlier this year when his mobility was compromised due to knee and groin injuries. But since coming off the bye in Week 10, he's been healthy and has completed 72% of his passes against the blitz while averaging 9.9 yards per attempt.

He should torch this blitz-happy Brian Flores defense.
