I wouldn't have him in my top 20. I think if he fought Tommy Hearns or Roberto Duran @147 that it wouldn't last 8 rounds. If Duran fight him at even lower weight division then it would be over even quicker.
Pacquaio would lose to Mayweather if they fought so he is not even the best of this era. His achievements of going up 8 weight divisions are really impressive BUT he hasn't fought anyone truly great besides Morales and Barrera and they were coming to the end of their careers when they fought Manny. Hatton, a faded De laHoya and Cotto, Diaz and an over rated Margarito are not the names you need to be a ATG.
