I wouldn't have him in my top 20. I think if he fought Tommy Hearns or Roberto Duran @147 that it wouldn't last 8 rounds. If Duran fight him at even lower weight division then it would be over even quicker.
Pacquaio would lose to Mayweather if they fought so he is not even the best of this era. His achievements of going up 8 weight divisions are really impressive BUT he hasn't fought anyone truly great besides Morales and Barrera and they were coming to the end of their careers when they fought Manny. Hatton, a faded De laHoya and Cotto, Diaz and an over rated Margarito are not the names you need to be a ATG.
I am a Pacman fan as everyone here knows, but a technically gifted fighter like sweet pea Pernell Whitaker (this is a great example) would not lose one round to a fighter like Pacquaio. People tend just to remember recent history and that is why Pacquaio is so highly thought of now but for me I can think of at least 15 better fighters than him.
I think he will be remembered fondly for all his different wins in different classes but for me, he has too many weakness's that would have been exposed in a different era by ALOT better fighters then we have today..
