So Who's To Blame?

When Bob Arum doesn't take any "step aside" money, as I don't he should, thereby causing Money May to shy away from "the fight", the question is who do you blame? 

And what on Earth did Bob Arum do to Floyd to make him hate him so much??

My theory is still Mayweather. Until he asks for even split or so and/or no ridiculous requests it looks like a swerve job. Three fights ago he acted like he was ready. Now that Manny looked a little better, Floyd back to looking like he is dodging.  Maybe promoters trying to drive up demand. But now it's hard to tell if it would be a good fight at all. One or both may show up old in the ring.
