If every underdog who wins is pure luck - nobody would ever bet an underdog.
The idea of betting dogs at +900ish is that you only have to win 1 out of 9 to be profitable. You dont actually expect to win an individual bet. So you could say every 9-1 dog that hits is "lucky"

Like vanzack said you only need to win a couple, yea its probably a waste to bet the 16's but you are getting 20 to 1 on those. If you hit that off the get go you are almost sure to be in big profit after betting the rest of the tournament, heck that would pay for 20 of the losses.
