Hey, Carlo, that's a good question, but one that needs a thorough answer. You should probably put it on the NCAAB Forum, which is one of the links when you go into NCAAB "Cash Contest."
All conference winners get into the Final 65. And that fact can create problems because if a not-so-great team upsets its way into winning the championship, then one of the teams on "The Bubble" (meaning they are very close to getting in) will probably be eliminated from consideration.
As you said, you don't have to win the conference championship to get into the Final 65. The NCAA takes different criteria into consideration. Used to be, if you won 20, you were almost certain of getting in. Not so much anymore because teams play so many games.
Basically, the NCAA powers-that-be will meet this Sunday and go over records, strength of schedule, Power Ratings, etc., and pick those who will make the Final 65. Obviously, teams like Kansas and Kentucky will make the cut regardless of how they do in their tournaments.
ESPN has a segment that involves an expert, who daily predicts the 4 or 5 teams on the Bubble. I would suggest you go to the following link, which is a power ranking (RPI) of all 347 Div. 1 teams. The ranking also includes Strength of Schedule (SOS), which the NCAA will use as a tie-breaker sometimes. Hope this helps. https://rivals.yahoo.com/ncaa/basketball/polls?poll=5
