Here is BOWL # 1
 

The following list is based off of Sagarin ratings for both rank # and strength of schedule ( _ ).  Who knows about the accuracy of these, but it’s one of the few rankings that goes beyond the top 25-30 teams.  Teams in Yellow fit the criteria (Utah over Navy), where some games don’t at all (UCLA/BYU).  I did do the same for the 25 top BCS teams – The only difference was Kansas/Vtech in Red which can be played if you value BCS over Sagarin.

 

Overall of 18(or 19) of 32 games have action.  And 1 is an underdog, ASU.
