I'm not saying it's not dirty but if you've ever played tackle football it's not a very natural position to lead with your head up considering most people don't form tackle.  Also in a situation like that, imagine it's goal line.  The only way you're gonna stop momentum of a runner is a hit like that, if you get low and helmet up you're gonna get trucked over.  

 

It's a hard situation to address but this is a full contact sport.
