What paid cappers? Covers got rid of that feature. Plus, most never paid attention to them. Probably why it's gone
You realize Covers HAVING people coming to the forums, posting and having winners HELPS bring traffic? LOL @ banning because they post winners. They get banned for breaking rules, going tout, returning and the doing it all over again, etc
Not sure why this time? If you want to know, why not ask in the help section or send a PM to one of the covers linesman and simply ask?
