PASPA '92, otherwise known as The Bradley Bill had three goals:
1) To limit the spread of state sponsored gambling beyond NV, DE, OR, and MT. Result: FAIL. Only $3b is wagered legally each year vs. $380b illegally. This costs states hundreds of millions of $'s in tax revenues, instead forfeited to organized crime and offshore operators.
2) To protect the integrity of professional and amateur sports. Result: FAIL. Regulated markets promote integrity and transparency, illegal markets simply do not.
3) To minimize the exposure of sports wagering to America's youth. Result: FAIL. It is easier for a youth to place a sports wager than to buy cigarettes of alcohol, because regulated markets have proven methods of identification and age verification which illegal markets will never implement.
It's time for Congress to reconsider its position on sports wagering, and repeal PASPA NOW!
