Im a manager of a nutritional store and have tried just about every herb you can think of. Rhodiola may work to some degree but not enough to physically/mentally to notice a major difference.
Try and herb called Ashwagandha. It does everything Rhodia "claims," but works much more effectively.

Not classified as an herb, but more so an anti-oxidant called Alpha Lipoic Acid. I have used it to help balance my blood sugar and it works phenomenal. I take 100mg 3X daily. Really improved my overall energy levels also. Make sure you get a quality brand, which means dont get it at a Wal-mart or local pharmacey.

The best brand for Ashwaghana is Solary. It has a guaranteed potency on the label. If you cant find it in a healthfood store im sure you can find it online. Just take as directed on the label.
For Alpha lipoic acid I would go w/ Solaray or Bluebonnet. Get 100mg bottle and take 3X daily (breakfast, lunch, dinner). GL.

Also, if you have type 2 i would take a serious look at taking Grape Seed Extract(Bluebonnet). It improves the strength of capillaries and helps prevent macro-degeneration which is a common trait in people w/ diabetes.
