And in most cases anyway, like Club said, these chases do not get very far, if at all.
There's absolutely no call to even have that gun in the guy's face. Cop is f**ked. He's 100% wrong here. Keys in ignition or not, guy was clearly unarmed. You don't blast a dude in the forehead for trying to speed off. Dude is boned.

Somehow she managed to get her cuffed hands in front of her. She then crawled through a small space in the vehicle and was able to drive off in a police crusher. She eventually crashed nearby and even reached for an officer’s gun before she was subdued by a taser.
