Unfortunately the current leaders have their head in the sand and refuse to do anything about it. I should put leaders in quotation marks b/c any Representative-Senator-Federal Judge- is nothing more than a person to special interests. Due to the willingness of the Feds to subvert the will of the people, I feel we will see more instances of vigilante type actions.

Have a 20 foot fence all along the US/Mexico border with signs in Spanish (as well as any other possible language illegals would be speaking) that reads trespassers will be killed. 200 yards in have another 20 foot fence with the same signs everywhere between the two fences and all over the 2nd fence. 400 yards beyond that have another wall with a series of guard towers with men armed with rifles (AR-10s, SCARs, etc.) and light machineguns with orders to shoot on sight.
Getting them out is pointless as long as others keep coming in. Let’s plug the hole before we start bucketing the water out of the boat.

This is already being done Bob....E Verify has also been in place for many years, but not mandated yet. Only in Arizona is this program required, however, several states require for workers or subcontractors working in/on government projects or facilities and other requirements. Arizona is full boar everyone. Our company has been using E Verify since it was a pilot program and businesses that do business with us know that we are only hiring people who are verified through this program.
You know what that gets us.....less business. Companies simply so not want to hire legals. They simply want to hire people without the headache of having to worry about logistics. Additionally, they hire relatives of those that are already hired because they trust them and they work hard for them whether they are illegal or not.
You are correct in the sense that it starts with the employers. Why the state officials of the rest of the United States, besides Arizona, have not come to realize this is beyond me.
Until this is changed nothing will stop these people from coming here. It's all about work for the illegals. So not only does the Homeland Security site need to be used there needs to be harsh penalties for anyone trying to budge the system. Will there always be illegals working here in the US? The answer to that is yes, but their can be inititives to move forward in a positive direction, but we have yet to do it.
The pilot started in 1997 and here we are 13 years later and our US government hasn't made this a requirement in every state yet. What's that tell you. The Homeland program is way better than it was. Now they actually provide pictures to match Resident Alien Cards. The one pitfall for the program is that you can not use it as a basis for hiring. You can only run the match once you have actually hired them and they have started work. So in an essence, you still can hire an illegal, but the site kicks out a notice that the employer must give to the illegal employee to rectify the problem or the employer will consider it a voluntary termination. Problem is that won't take place until two weeks down the road.
So you have to input the new hire in no later than 3 days after you have someone start work. Then the notice will kick out and the employees have about two weeks to rectify it.
So even with this system in place. How do you manadate that ALL employers use this program on the internet when not all businesses use computers or may not have the internet.

Institute E-verify nationwide. Then you will be able to punish the employers who hire them. Doing this will take away the incentive to cross the border in search of work. Those here illegally will begin to go back home. All federal funding will be cut off to any city that refuses to comply (santuary cities).
