Cop and victim both knew there was a bench warrant for lock up in county (ordered by the judge), before the foot pursuit started.
Victim had no registration and admitted that he did not own the car he was driving but apparently was borrowing before purchase.
There was definitely a scuffle in the empty lot. Whether the struggle was for a taser or gun is unknown.

9mm are not good. .45 and that man might be alive today with just one knockdown shot anywhere in a non kill zone. lapd guys are tossing .40 for .45's.
Defense of jeffry, he was LOOKING to die and certainly did a few things that made that a reality, fighting with a policer's belt will increase your odds dramatically. Had he won that initial brawl, the cop would be dead and his backup would have shot him....his backup was a black police officer.
