I've watched the replay (pan) a couple times, no head on available, and he looked beaten by the quarter call. I also noticed his tail appeared to be going side to side more than a normal horse. I have not seen him race previously so there is a chance his s-2-s tail motion is his normal.
What I can tell you, and I don't have your experience, is when a horse (as you said) pulls up, it's either a bleeding issue or injury. That's what I was taught by people on the backside. If this would have happened in state, Florida, I would have been glad to make a couple phone calls for you.
