I asked about this shitty development and the dealer said something along the lines of "Steve Wynn approached the gaming commission to get this change pushed through". I believe 6:5 is the normal BJ payout on any single deck table. I assume that is the casino's counter to your ability to bet large on the 2nd hand (before they reshuffle) if very few face cards show up on the first hand
And hitting on soft 17 is commonplace pretty much everywhere

we all know this is to prevent counters from entering, otherwise the casinos wouldn't prevent it. The point is it is rude to get invloved in the middle of the deck, just as it is very poor ettiquite to but in at the craps table while someone is in the middle of a roll. It interupts the game and flow.
