It depends...I mean if you don't have a nice sizable bankroll then yes, it won't work for that particular gambler, however if someone has a nice sizable bankroll then it works.
One way to help it work for the gambler that doesn't have a bulky bankroll is to start at very low wager amounts initially but of course it is still risky especially when there is that potential of you hitting that inevitable long losing streak if you are following a team that is on a long losing streak.
