You and I, the logical thinkers, watched the Portland Trail Blazers provide extreme drama for a national television audience. The irrational conspiracy theorist broke down the game for the slightest bit of flaw in order to cry about how the NBA is rigged. I’m sure a losing bet was directly correlated with this whining---at least 99.9% of the time.
You and I saw Chris Paul shred Kobe, Fisher and Bynum. The irrational conspiracy theorist saw the Lakers throw Game 4.
You and I saw the Grizzlies outsize the Spurs. The irrational conspiracy theorist saw David Stern put in a call to Coach Pop to let the Grizzlies win.

Why would the NBA want underdogs to win. Parity is horrible for the NBA. Conspirators feel that teams get calls when they're favored and have stars. And as shown in the past, refs can and have completely changed NBA history in several different series.

When I played sports growing up, we were required to do community service as referees for the local Kidsports leagues. It taught me that being a referee is freaking hard work! No one is ever satisfied---you're always working in a spectrum where 50% of the people will be mad at you, and 50% of the people will agree with you. I think people fail to recognize human error in officiating because we expect referees to be robots. It's hard to call a game, and one side will always feel like the other side is being favored. It's inevitable.
I would venture to say less than 1% of NBA games all-time have had any sort of tampering. The problem is that a conspirator hears that there is evidence of tampering in one game, and then uses it to find reasoning for EVERY game to be rigged.

Does fixed mean poor officiating? Poor officiating that directly affects the outcome of a game? If so, then yes I think the league is fixed. If that is how you want to word it. There have been horrible calls, not so much this playoffs, but just basketball in general.
