Please this has nothing to do with universal health care, so quit beating that dead horse. Even if we had universal health care, you wouldnt qualify for free health insurance if the govt knew how much cash you were really making.

Something about this seems very strange. Its almost like you are being denied a passport as a penalty for using a bad bank. That seems very weird. I googled it and didn't get any hits on anything similar. The US is extremely cautious about who they let into the country but relatively lax about who they let out. Most of the things I read said that you could be denied a passport if you owed back taxes or child support, were the subject of a current investigation or were a convicted drug trafficker. The basic idea is not to let you out if they want something (jail time or money) from you.
This is what is weird about your case. You didn't mention being charged with a crime for the bank thing or being sent a bill for back taxes. It just doesn't seem like a bad check is enough to deny a passport. Even if it was, it seems like the passport would be a side effect of a larger case and not the main form of government punishment.
I'd definitely hire an attorney to look into it if I were you.

You are a virtual cash earning machine, if you are really professional. Anyway, I earn dough and always start low and build up big.
