Yes that does look a bit odd.  They are pretty much telling you it's going to be a 3 point game.  I'm sure the Bills have a couple of TO's in them in the 2nd half.  And yes, that includes TO also.

Ravens Under 19.5 and Jets Under 17.5 for me. All 4 teams have done nothing on offense and OT isn't really a threat to screw the under in either game due to the way the scores have set up.

Agree Jets Under 17.5... opened on greek @ 19 then got hammered down to 17.5 real quick.....
