Yup.  Not only do I think so, I know so.  Not all, not every, not 100% of the lines.  But yes, some lines are set in this manner.

Considering I have New England and under already bet as straight bets, yes, I have to say I like the 2-team teaser combo of Pats -5/under 61.

It didn't start at 53.5.  It settled at 53.5 until the last couple of days, when it began to rise.  It opened as high as 56.  I liked it right away because I thought (and still think) that the Giants would score at least one touchdown less than their expected 21 points.  I went under 55.
