You're on to something.
As much as Mariota is a good runner ala Kaepernick or Wilson, I've seen enough of these guys to know they usually don't translate into the pros.
The reason is every player is quicker. The game's much faster. You can't run around like you can in college.
They're better off trading it for many picks, getting o-line and defensive help, and moving past Derek Carr. But, they won't do that-they're the Raiders, they'll screw it up in royal fashion as usual.

That said they're the Raiders so they'll build around Derek Carr.
But Derek Carr is awful.
Texans built around David Carr for years, never went anywhere until they replaced him with Schaub.
Leave it to the Raiders to pick David Carr, his brother, and do the same thing the Texans did, with a below-average QB.
essentially swapping Carr for Mariota wouldn't accomplish a thing for the Raiders. not a huge Carr fan myself, but Mariota wouldn't make a difference for the current assembled team. whatsmore, Mariota isn't the gold mine the media touts him to be.
this will be the Raiders best opportunity to change momentum for the franchise (along with getting a new GM and Coach).
Raiders need major help on OL, WR, TE, and safety. they can improve all of these areas with the trade.
front 7 isn't bad with decent DL and pretty solid LB's.

Mariota is a lot like Tim Tebow in the college world, can run, won't get challenged often because of his size (in college). Will find out he aint worse the clothes on his back in the NFL (after he's paid of course)

Teams know the Raiders won't take him, so that hurts some of their leverage in what they can get for that pick. Tampa Bay seems like the most logical team of those in the running for a top 5-6 pick. So, it's possible they attempt to move up if they think they need to. Honestly, I just don't see any team giving up too much to just move up to take MariOta. Maybe Rams, maybe Jets, Texans? So much TBD between now and then though.

obviously you haven't watch Marcus play. His arm strength and accuracy is incredible especially on the run. He can run to one side of the field and fire cannon balls to the opposite side. He ain't no tebow

Yes and no. While teams know the Raiders need a ton of other help, they also know that many others will want Mariota which will create a competition amongst themselves of who will offer the Raiders more.
For example, let's say Tampa finishes with the #2 pick. Everyone knows that Tampa would take Mariota at #2 if the Raiders keep their #1 and select a different player. Therefore, teams like the Jets, Rams, or even Texans would have to trade up to #1 to get him in order to leap Tampa.
I'd say there's a pretty good chance of that scenario happening, so that's where the bidding war will come into play. The Raiders can put a desired bounty out there and see who comes closest to matching it.
Regardless of whether Mariota turns out to be a good pro or not, there will be a TON of demand for him so the Raiders need to make out properly.
The bigger question might be.. will the Raiders have a capable front office by that time to execute such a deal?
