Can't be subjective with hits to the head. If they aren't allowed they aren't allowed, for a good reason. The risk outweighs the benefits of making that hit.

I don't like seeing a hit to the head but size difference was the reason for the hit to head. Shanny was more worried about the way Giroux was acting irate or what ever word he used in his explanation before the hit.
Worst hits than that that were not called or suspension were not given.
