He has to leave his position for 4 to 5 seconds.  That is a 5-3 situation for 5 seconds and could lead to a wide open point blank shot.   You never go get your stick in defensive zone until puck is cleared.

One can still defend without a club (stick).  If he goes to pick it up, until he gets back in position, his team is down a man (short handed).  Partial defense is better than none.  His teammates normally see this and will ice the puck when given the opportunity.
