Let's go with this pick which I see quite likely for tomorrow.
On the one hand, Latvia. They are one of the most scoring teams with 88.8 pp. Here are their results:
@ Serbia (92-82)
vs Belgium (92-64)
vs. G. Britain (97-92)
@ Russia (69-84)
vs Turkey (89-79)
We need they defeat Montenegro by 8 points of minimum difference. Well in the results we can see how they won superior teams like Russia or Turkey (better than Montenegro) by 15 and 10 points of difference, respectively. Belgium was defeated by 18 and G. Brittany by 5, but they went on to win by 20 points.
Montenegro on the other hand is a not very offensive team, with averages of 75.6 pp.
Here are their results:
@ Spain (99-69)
vs Hungary (72-48)
vs Croatia (72-76)
R.Chec (75-88)
vs Romania (86-69)
We see that they won well inferior teams like Hungary, R.Checa or Romania, but they lost against Spain with clarity. Against Croatia, they were close, but they do not have the offensive potential of Latvia.
Although their defense only fits 73.4 pp, they only average 46.8% in Fg. Very far from 55.1% of Latvia.
For results, game level and roster (Latvia is better), I see it feasible for the Latvians to win this with a score of 85 - 72
