So collect all guns save a few long rifles and handguns from law abiding citizens, hope the criminals have a change of heart and hand over all their guns. Then give police sweeping powers re: stop and frisk.
I cant see that working too well in the usa. I think the chances of street gangs handing over all their firearms is naive. The left is up in arms over the current state of policing, granting them additional powers will not go over well in some communities.
