People who bring guns into banks in order to threaten or, if they deem it necessary, shoot bank employees almost always do with the goal of obtaining money and then escaping. So far as I know, there has never been a case of a maniac entering a bank and randomly shooting employees and customers as an end in itself, without regard to the rational, predictable goal of stealing cash.

What happens a 1st grader brings a toy gun to school? Does the teacher/guard with the gun automatically supposed to shoot?
How can one person guard an entire campus of multiple buildings/floors?
And if a kid wants to shoot people but is worried about the guard/teacher with the gun, why wouldn't he just wait to get on the bus to cause his carnage? The issue of a pissed off kid with a list of people to kill and the means to do it does not get solved by any of this
