From what I have gathered, you can only have one active account per I.P. address.(Of course if you have some type of IP scrabler/mask then you can around this)
If they delete your account, then you can start another one. But Banned accounts apparently stay on record.
This is why it is so easy for spammers to keep creating new accounts, because their accounts along with all of their threads/posts are deleted all together.
