Two things normally - although now 3 things.
1/ The state "electors" have to make their call on Dec 14 I believe.
Believe it or not, in some states, their electors are NOT bound to vote in December on the same candidate their state voted for by majority. The overwhelming majority almost always do. If their state picked Biden then on Dec 14, that state's electors will make it official that in for example Michigan's case, their electors are sending 16 electoral votes for Joe Biden....and so on. But there is always a possibility of a rogue state deliberately defying the will of their own constituents.
2/ Technically even that is not really official until Congress certifies it all on January 6 -- even though it's inevitable.
3/ In 2020, depending on the bet of course, legal challenges by the a$$ho-in-chief, could delay things.
As a result of uncertainlty the books are within their rights, and I agree, to temporarily hold everything until it's all concluded and official.

I believed Biden would win it since BEFORE the pandemic hit and was just waiting until the final week to lay my bets for fear of possible "October Surprises" in trump's favor, like happened in 2016. Most of my bets were in the -200 range. But I bet on the DEMS - not Joe - because in this day and climate of division and right-wing-vitriol, there always looms the possibility of some gun-toting discontent on the right taking out Joe from some rooftop prior to inauguration.
