We have provided free education for america public at first to the primary threshold then furthered in secondary studies to the 12th degree and bow we wish to push this plateau to the 16th degree of educational studies.

This type of legislation is agreed to because many have a piece of need addressed.

So First National Security need of not having our nation depend on foreign skilled labor pool is met. 

Then education for all needs to a dress affordable higher learning to meet labor demands.

Labor needs skilled workers not entry level workers and such antiquated programs such as apprenticeships no longer afford a large enough labor pool for today's corkage America's demands.

With in the social structure of community hope is generated by furthering the chances of offspring through the accomplishment of higher learning.

And as for a functional society depending on its individuals and not out sourcing many unfilled required positions are being filled with foreigners who may have other allegiance.

Hence the public can reasonable support a program that gives America a better opportunity to have more skilled college degree canidate born and raised here..
