I don't think you understand inflation. Using 2022 dollars, let's say $4 on average can buy you a gallon of gas in 2022. How many gallons of gas can you buy in 1999 with 2022 dollars adjusted for inflation?
Then think about how much gas is on average right now. Around my area it's $2.69.

This will explain it a little better. It has a nice chart on there as gas was peaking and they explain it some. They were comparing to 2012 highs mainly. But the chart has nominal and adjusted prices charted for it to be easy to compare.
