If Obama fails to ensure his national stockpile is fully stocked, then subsequently needs it - it's all on Obama during his term.

Fact checkers politifact and snopes debunk Trump's claim that he inherited empty shelves in national stockpile from Obama.  Trump didn't do much to replenish supplies.  Instead he cancels orders for medical supplies and pandemic response team from Obama administration.  Started in 1999, national stockpile is intended to be a temporary bridge until private sector can provide emergency supplies.  But stockpile has been partially reduced because of emergencies during every president.

Back in March of 2020, the same Sen. Rand Paul who used Capitol gym and pool after been Covid-19 tested. He failed to practice social distancing after Covid test, he was tested Covid positive later. Dude has zero regards to protect others, some colleagues have criticized his irresponsibility.

Politifact said that Obama used 85,000,000 N95 masks in 2009 and never replenished the stock even though he was told to by experts. 

They rated Trump’s claim as false because the cupboards weren’t bare. There was stuff in the stockpile, it was just severely depleted.
