The Senate needs to be proportional just like the House, but that will NEVER happen.
Wyoming with 500,000 people get 2 senators.
In theory the votes there could be like 100,000 vs 99,700 and each Republican gets in narrowly.
In California with 40 MILLION population they only get 2 senators.
The Dem senate candidates could actually each whup their GOP opponent by over 3 MILLION votes each, and the state still only gets 2 senators to speak for 40 MILLION people.
The definitive power lies in the Senate the way it currently is laid out.
It won't change in our lifetime.
Polls show clearly the American populace blame congress - both sides - for FAILURE to help Americans, but they cast MOST of that blame on REPUBLICANS and specifically Mitch McConnell who has the LOWEST approval rating of anyone in Congress.

Here is the thing, Mitch McConnell, the Grim Reaper, will become the most powerful Republican politician on Jan. 20, 2021. Biden will have his hands tied by McConnell who will laugh out loud for at least another two years or for eon, seemly GOP will control the Senate forever.
And may be one day, the SCOTUS justices will fill as 9-0 seats in favor of the conservatives/GOP, thanks to GOP senate majority.

Yes, I do believe that many people voted because the oddsmakers set Trump's popular vote total at 69 million for an over/under and set Biden's at 79 million. I understand you are likely an insane Republican who doesn't follow credible news sources but that's simply no excuse for ignorance. The books already knew the increase in voting was coming and so unless you've got secret information that needs to be revealed to the public, your theory about people having their ballots cast without knowing is astoundingly stupid. If Democrats present a bill of any kind, Republicans will vote against it even if it's something they favor.
