Pardons are supposed to be about presidential mercy and justice.  Trump grants few but controversial pardons with personal or political connection to him.  He also circumvents formal process.  To reduce US prison overpopulation, Obama mostly reduces sentences for low level drug crimes that met justice department criteria for leniency.  These inmates likely would receive a lower sentence if convicted today.  Inmates must have no history of violence and no significant criminal record.  Also they show good conduct in prison and serve at least 10 years of sentence.

Big part of that is the hesitancy created by all those automatically opposing Biden's efforts from the start. He favors vaccination to save lives and reduce sillness severity, so of course the trump-worshippers OPPOSE that.  And still do to this day, which explains why we don't have 80-85% vaccinated like other nations and that's why so many are still dying in comparison.

Those deaths all could have been prevented, as the trump-toilet-worshippers like to say on various social media.
