The problem, as I understand it, is THE POLICE in those communities, for the most part are NOT in support of helping ICE because it breeds FEAR among those communities so THEY STOP HELPING THE POLICE solving real actual daily, weekly, monthly crimes! To fight local crimes, police NEED their cooperation and assistance!! But helping ICE would severely undermine that effort!! It's a catch-22. Therefore the local governments SUPPORT their own police by refusing to help ICE because they want local criminals STOPPED.
It's NOT about "protecting criminals" as Republicans love to say inaccurately, but in reality it is the OPPOSITE -- engaging the minority communities to help the cities PURSUE LOCAL CRIMINALS!!
