Clearly, US constitution intends separation of federal government powers into 3 branches to provide checks and balances. Judicial branch is supposed to block illegal policies from executive and legislative branches. No need for House to pass law mandating proof of citizenship for voting because all states already have laws prohibiting non-citizens voting in federal elections. Voting fraud is very rare but voting suppression is a far greater problem. Besides, constitution gives states authority in determining election laws.
