can't say i know, but i can guess a few reasons based on my experience with the fbi and doj and my limited information about the details of the case.
it's probably not worth going into because we only know what they tell us, but i'd start with two things i know for sure. one, an indictment like this would be virtually unprecedented. two, the doj rarely lose and they hold their nearly perfect record out publicly as a huge and well guarded accomplishment (if you want to know why they almost never lose, i can tell you that). based on those two things i know, the last thing the doj wants to do is lose a case like this and there's no way in hell they want to go down this road unless they are sure she committed a crime and they are certain they can prove it. if a case like this fell apart or they lost, that would be the shitshow of all shitshows for a department that prides itself on its record above all else.
now, people are going to say she's a criminal and it's a conspiracy and whatever else. i have no comment on that stuff.

Certainly the minorities will continue to vote for the party that keeps them oppressed and does nothing to free them of their chains... i didn't read the whole thing but i agree the country has serious problems. but i'm going to hold out for someone other than the likes of trump before i cross over again. i'm kind of hoping the republican party hits rock bottom and discards the trash and maybe becomes something approaching conservative one day before i ever vote for a republican again (with the rare exception of if i know the person in a local election). i was going to vote for johnson as i did once in the past but he got a little bit of attention and revealed himself to be kind of a clown.
