Reformers during the early 1990s used referendums to put congressional term limits on the ballot in 24 states.
Voters in eight of these states approved the congressional term limits by an average electoral margin of two to one. In the elections of 1994, part of the Republican platform was to pass legislation setting term limits in Congress. After winning the majority, they brought the constitutional amendment to the House floor. The amendment limited members of the Senate to two six-year terms and members of the House to six two-year terms. However, constitutional amendments require a two-thirds majority and the votes to impose term limits on Congress fell short of that number.
Looks like 33 of 50 States will be needed. I'll begin researching.

President Trump sent a letter to Speaker Paul Ryan (R-Wis.) on Thursday announcing his intention to cut pay raises for civilian government workers.
In the letter, Trump cited his authority in times of "national emergency or serious economic conditions affecting the general welfare" to make adjustments to the 2018 pay schedule for federal employees.
"A pay increase of this magnitude is not warranted, and Federal agency budgets could not accommodate such an increase while still maintaining support for key Federal priorities such as those that advance the safety and security of the American people, Trump said"
"I strongly support our men and women in uniform, who are the greatest fighting force in the world and the guardians of American freedom," Trump wrote. "As our country continues to recover from serious economic conditions affecting the general welfare, we must work to rebuild our military's readiness and capabilities."
Trump will maintain the 2.1 percent pay increase for members of the military.

Finding it interesting how voters gave Trump the White House and supported him now are needed to move his agenda are not helping him along.... This is an Idea on how we may be able to change the direction many complain of? Other ideas I think have all failed This I think could get more support than in 1994.
I found out a bit more..... 5% of population signatures is needed for it to be voted for it to be on the ballot (Term Limits) It does vary by the size of a city.
