At a rally in Fresno, California today, newfound irrigation expert Donald Trump finally revealed the solution to the drought that’s been crippling California for the past five years: Turn the water back on, idiots.
The historic proposal appropriately took place amid a sea of “Farmers for Trump” signs, where Trump revealed that the reason California’s water problem is “so insane, so ridiculous” is because “they’re taking the water and shoving it out to sea.”
.
.
On the one hand, according to Buzzfeed, Trump might have been referring to the water that gets allocated to rivers and wetlands for environmental uses. On the other, Donald Trump might actually be asking California to stop throwing its water in the ocean. In which case—Californians, please, listen to Mr. Trump, and do NOT shove your water out to sea. The ocean already has plenty of water. It needs no extra.
Now, how is Trump going to make good on his promise of “opening up the water?” According to Trump, “We’re going to get it done, and we’re going to get it done quick. Don’t even think about it.”
Mr. Trump, I couldn’t if I tried.

Trump will "start opening up the water" if elected president of the United States

Opening up the water would be a snap compared to....
Obama said future generations would look back to his election and
declare, “This was the moment when … the rise of the oceans began to
slow and our planet began to heal.”

In 2014, Trump's former company Trump Entertainment Resorts,
which ran the Trump Taj Mahal in Atlantic City, filed for bankruptcy for the third time in its 25-year history. As part of the bankruptcy proceedings, billionaire Carl Icahn, who held much of the company's debt, agreed to bail out the hotel and keep it open, but only if the bankruptcy court would agree to let him obliterate union-negotiated health and pension benefits.
The hotel workers union, Unite Here Local 54, had a collective bargaining agreement with the hotel management that covered more than 1,000 non-gaming workers. But the contract expired a few days after the company filed for bankruptcy. Under federal law, the provisions of that contract should have remained in effect until a new agreement could be negotiated.
But Icahn told the court that if it didn't invalidate the contract and strip the workers of their health and pension benefits, he would shutter the place. The court agreed; the hotel stayed open, but more than 1,000 workers lost their health insurance, paid lunch breaks, and more than $3 million in pension contributions as a result.
Trump wants Icahn to be his treasury secretary IF elected president .
The Supreme Court Is Considering a Case on How a Bankrupt Trump Casino Screwed Workers
The high court is asked to restore lost pension and health benefits.

I have a hard time thinking GOP politicians would have such a lack of integrity, core values, and any shred of a solid identity and instead would end up being such weak, spineless, hypocritical, sell outs.
At least that is what it looks like.
As a non-partisan independent with no dog in the fight, I guess it was it is and they are what they are.

Interesting that those who are jabbing at Trump have zero answers themselves on the topic.
The state of California is United States the number agriculture producer.
The issue here is about federal laws protecting endangered fishes and other sea species . These laws have been around for ever.
Trump stated that the reason California’s water problem is “so insane, so ridiculous” is because “they’re taking the water and shoving it out to sea.”
Trump Statement is 100% false
The drought affects farmers, cities, towns and environmental laws
what about the minimum water allowance needed for the delta smelt .
According to Wikipedia
<QUOTE>
The delta smelt is endemic to the Sacramento–San Joaquin River Delta in California, where it is distributed from the Suisun Bay upstream through the Delta in Contra Costa, Sacramento, San Joaquin, and Solano Counties. The delta smelt is a pelagic (lives in the open water column away from the bottom) and euryhaline species (tolerant of a wide salinity range). It has been collected from estuarine waters with salinities up to 14 parts per thousand.
Historically, delta smelt were distributed from San Pablo Bay upstream to Sacramento on the Sacramento River and Mossdale on the San Joaquin River, which varied seasonally and with freshwater outflow.[11] Today, large areas of historic delta smelt habitat and designated critical habitat have become unsuitable for some life history stages of the species, even though key environmental characteristics (e.g. temperature, salinity, water depth) of these areas have not changed.[12][13] Delta smelt disappeared from the southern portion of their historic habitat in the late 1970s, which coincides with substantial increases in the amounts of water exported from the Delta. It is likely that water export operations have a great effect on the distribution, abundance and genetic diversity of delta smelt.[14]

Desalination is for sure not the answer, it is too costly and time consuming. If we wanted to desalinate on a large scale then it will take quite a large sum of government assistance to offset the cost and development time for the technology.
Dumping it in the sea, how can anyone take this dope seriously I mean you cannot make this crap up.
In reality the drought should mean a reduction in ag output which would mean inflation for produce but it is unavoidable.

Of course desalination would not help ..it alone would not solve the problem,,they have to start investing some money...they need to build new dams and the expand reservoir capacity..along with put rainwater harvesting systems everywhere..
From Science 2.0: enough water to sustain 2.6 million California families was dumped into
the ocean because there isn't enough storage capacity in the north of
the state and environmental rules limit the amount of water that can be
pumped to reservoirs in the south. https://www.science20.com/science_20/california_government_is_the_big_water_management_problem-154625
So,, it looks like Trump was right Kalifonya is dumping a lot of water into the sea/ocean..and there are ways to stop it and get water to the farmers..

Did Hank Campbell (science 2.0) address the real issue in California ?
According to Hank Campbell
Yes, much of the fresh water that California has runs into the Pacific Ocean. You might wonder why the Pacific Ocean needs so much, since 96 percent of Earth's water is already in oceans, but the oceans are not asking for it. Instead, it is due to anti-science policies lobbied for by well-heeled California environmentalists.
what fresh water is he referring to ? Ground water, Surface water , rain and snowfall
is it fresh water made in California, then shoved out to sea.
why would the state of California do that ?
Source Wikipedia
Water use in California is divided into approximately 51% for environmental uses, 39% agricultural use and 11% urban uses, though that varies considerably between regions and between wet and dry years.[15] Solely relying on these statewide volumes is controversial because they don't consider the fact that most of the volume of water used for environmental purposes includes flows down Wild and Scenic Rivers in the North Coast where there is no practical way to recover it for either agricultural or urban use because it lacks many connections to the statewide water supply system.[16] It also doesn't factor in the amount of water required to keep salty water from the Pacific Ocean from intruding into the Delta beyond a certain small concentration.[16] Otherwise, "reduced water quality resulting from large amounts of salt water drawn into the Delta could shut down the export pumps that supply fresh water to agriculture and cities."
They are not
California also needs to collect rain water (it's done in Australia)
2013 was a really dry year and it still rained 3.6 inches in LA
rain water flows into the ocean .. it must be done to avoid flooding and they are not collecting it, then filtering it to produce some of the water the state needs.
How much water is being pumped from other parts of the state ?
