In this type of situation,  it's either going to finish and someone wins, or if it's 54 holes, we are all refunded?

Not sure what books you use that they refund. Major books consider the tournament live and finished if it goes 36 holes or more and the tournament declares a winner.

Looks like they may play after 12pm tomorrow, or tee off Monday morning.
