 Car meetups/races or whatever they do. They're assholes and the police have been cracking down on them. From what I see, these douchebags are trying to retaliate. One thing is, they're not all from Philly or they're kids. That happened at 15th and Market. That's not a spot locals would normally pick since the police headquarters is nearby. I can't stand racers. There's a time and a place, and it's shlure as hell not on public roads. Good thing about that area, plenty of cameras, so they should be able to get a lot of them
