Teams have no incentive to "hold back" and play for a draw as a club HAS to advance in each match. Therefore, teams often push to get a result in 90 mins to avoid AET to extend the matches. Other factors that lean to overs are that larger clubs often play back up players and "up and comers" who want to show results and attack. Also add in the fact that many larger clubs (EPL and Championship) just dont find pristige in domestic cups. They have larger fish to fry, etc. Hence, defense often lacks...
Just an example I flat played ever over in Round 4 (Sept 25, 26) @ over 2.5 and went 13-3. Regardless that the overs were high juiced, that's one hell of a return...
