A PHPBB forum is a great tool for this. The forum shows always on every post the timestamp they were made at, and shows if a post was edited by the respective capper after the first posting.
These built in software features can be not tampered with. Anyways, the Admin has set only a 2 minute window where edits can be made on posts made by any capper ("Team" capper or Special Status capper.)
