Sports bettors gave the Keystone State a November to remember. The Pennsylvania Gaming Control Board reported record highs in both betting handle and revenue for online and retail sportsbooks across the state.
The amount wagered in November reached $935.5 million, surpassing November 2023's previous record of $934.1 million. It’s just the third time since 2018 the monthly handle hit $900 million.
Sports betting operators in Pennsylvania also produced the most gross hold ever at $103.3 million, a 110% year-over-year increase. The previous high was $98.1 million in December 2023.
November’s $77.1 million in adjusted revenue, also a new record, jumped an astounding 498% from the same month last year. Sports betting alone generated $26.2 million in tax income for the Keystone State.
Hold on the rise
Like other states, October NFL bettors hit Pennsylvania’s sports betting operators hard. Sportsooks recorded a 6.8% hold in the previous month but bounced back with November's 11% win rate.
The adjusted revenue hold also made a noteworthy rise, going from 3.2% in October to 8.2% in November, a top-10 all-time win rate in Pennsylvania.

Online sports betting accounted for $886.5 million of the Keystone State’s total handle and $97.8 million of gross revenue. FanDuel’s $370.6 million handle made up 58% of the online amount wagered and claimed the top spot in Pennsylvania in this historic November. DraftKings was second with a $242.3 million handle.
Those two operators combined for 75% of the gross revenue mobile sportsbooks generated. BetMGM more than doubled its November gross hold compared to the previous month on a $64.3 million handle, up from the $61.6 million in October.
ESPN BET moved up a spot with a $42.3 million handle, but an 8.3% hold was the lowest among the top five operators. Fanatics Sportsbook enjoyed Pennsylvania highs with $41.5 million in wagers and $4.2 million in gross revenue.
Gaming revenue surges
Sports betting was a big part of Pennsylvania’s overall successful gaming month, but it wasn’t alone in setting records. Total revenue from all forms, including table games, slots, iGaming, online poker, video gaming terminals, and fantasy sports, increased 26% year-over-year to $562.4 million, a new high in the state.
November's haul was also up 13.3% from October when gaming revenue reached $496.6 million. Online casinos contributed $200.5 million to the revenue total, a 27% year-over-year increase. iGaming filled Pennsylvania’s coffers with $88.6 million.
