Wyoming scored the game's first 20 points, and held off Toledo 20-15 on Saturday.
The Cowboys (2-3) twice took the ball back on downs late in the game to snap a three-game losing streak. The Rockets (3-2) had a three-game winning streak snapped.
Wyoming running back Alvester Alexander opened the scoring with a 13-yard touchdown run in the first quarter, and wide receiver David Leonard showed off his arm with a 37-yard touchdown pass to Chris McNeill in the second quarter.
Cowboys kicker Ian Watts booted a 32-yard field goal in the final seconds of the first half for a 17-0 lead, and a 34-yarder midway through the third period made it 20-0.
The Rockets tackled Alexander in the end zone for a safety in the third quarter, and took the ensuing kick for their first touchdown drive, capped by running back David Fluellen's 6-yard run to cut the deficit to 20-9 in the fourth quarter.
Toledo running back Adonis Thomas capped an eight-play, 68-yard touchdown drive midway through the fourth quarter, but the 2-point conversion failed.
Toledo's Mark Singer intercepted a pass on the Cowboys' next play from scrimmage, but Wyoming's defense held to preserve the victory.
