In a different league, I dont know if I should start Garrard or Kolb.

Peterson and Foster are both must starts for you every week.
For your other back I'd start Charles. As you mention Best is still a little nicked up right now.
Even though he's not off to a great start, Schaub still needs to be started every week over Palmer & Sanchez.
For your other league start Kolb. Not so much an endorsement of him but more a fade of Garrard on the road.
