Easy and Free...
Public libraries have computers to use for free. Have an account you access from your home computer and set up an account at the nearest branch of your local library.
Got a friend that has a computer you can use at their house/apartment that does not gamble online? Set an account up through their computer.
If you are not close to a library or have a friend who will let you use their computer.
Buy a cheap laptop that is WiFi enabled. Take the laptop to a WiFi hotspot and use it to set up an additional account for wagering. You could probably use a friends WiFi to place wagers even if they were not keen on giving you access to their computer.
Multiple friends/WiFi hotspots equal multiple accounts. There is no reason to pay more than $100 for each laptop.
