Our legal system does. Prior behavior and convictions in many cases are used in convicting and sentencing defendants and presentation of witnesses.
Also, it is perfectly legal to deny jobs, housing, voting rights, and the ability to purchase or carry a weapon based on prior behavior.
I realize people are still innocent until proven guilty and prior behavior doesn't justify abuse, but to act like it doesn't play a role or greatly increase the chance of an altercation while decreasing sympathy for that individual is just being naive.

Also, these cops were familiar with Duran's past arrests and actually this was either the 3rd or 4th time they had been called because of him in a day or 2.
You can discuss whether voting rights and job screenings should or should not be legal, I am just offering that our legal system does care about a person's relevant past to your question of why it matters if they are a career criminal.
